Dr. Dramane Ouattara, PhD

Dr. Dramane Ouattara received a B.A in Management Sciences and a Master’s Degree (MA) in Economics at the University of Abidjan (Côte d’ivoire), and also a Master of Sciences (MSc.) in Statistics from National School of Statistics and Applied Economics (ENSEA- Cote d’ivoire). In 2013, Dr. Dramane Ouattara received a Master of Arts Degree (MA) in Peace and Conflict Management Studies at the University of Haifa (Israel). In 2018, he received a PhD at the United Nations University for Peace, in Costa Rica (Central America) at the Department of Peace & Conflict Studies. His PhD topic is related to Electoral Engineering and Political Reconciliation in Post Conflict Society. In 2020 he received a Master Degree in Electoral Policy and Administration at Sant ’Anna School of Advanced Studies- Pisa in Italy. Dr Dramane Ouattara is the Founder and & CEO of The National Center of Electoral Support- NCES in Cote d’ivoire. He is an Expert in Electoral Fraud investigation, Electoral Process Evaluation and Electoral Systems Design.

Dr. Manish Thapa, PhD

Dr. Manish Thapa is one of the founding members of Department of Conflict, Peace & Development Studies at Tribhuvan University Nepal (2007-2015). He is currently Visiting Professor at the Institute of International Relations, University of Warsaw, Poland and Senior Research Fellow at Center for Europe at University of Warsaw. He received his Post Doctorate in International Relations from the University of Warsaw, his Doctoral Degree in International Studies from University of Tokyo, Japan and Masters Degree in Peace & Conflict Studies from European Peace University, Austria. He has served as Research Fellow in several universities and institutes in Europe and North America..
Manish was Brown International Advanced Research Institute Fellow at Brown University (2011), Robert McNamara Visiting Research Fellow at the Department of Peace & Conflict Research at Uppsala University (2009-2010), McGill – Echenberg Human Rights Fellow at McGill University (2010), Kroc Visiting Research Fellow at the Kroc Institute for International Peace Studies at the University of Notre Dame, USA (2008-2009) and Sauvé Research Fellow at McGill University (2006-2007)

Pr. Miriam Estrada, PhD

Miriam Estrada-Castillo is a lawyer and currently an Assistant Professor within the Department of International Law and Human Rights at the University for Peace, as well as a Visiting Professor at the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (Sweden) and the Lund University (Sweden) on topics of Gender and the Law and Children in Armed Conflict. She holds a Juris Doctor degree in International Human Rights Law from the University of Guayaquil (Ecuador). Previously, she has worked in different capacities for the United Nations. Her last position was as Senior Legal Officer in the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED). Earlier, she worked at the Department of Peacekeeping Operations as International Prosecutor General in East-Timor. She is a former Expert and Vice-Chairperson of the Monitoring Committee of the United Nations Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and a member of the group who drafted the CEDAW Optional Protocol. In Latin America, she has worked as Chief of Field of the United Nations Office of the High Commissioner for Human Rights and as a Latin America Regional Adviser on Gender, Human Rights and Culture of Peace for UNESCO. Other positions include Visiting Professor at the Humanities Research Centre of the Australian National University, Minister of Social Affairs of Ecuador, and President of the Ecuadorian Court of Juvenile Justice of the country. Professor Estrada is the author of the Ecuadorian Law on Violence against Women and of the first Legislation for Minors and Family in Ecuador. She has written and published several books in Spanish related to Human Rights, Family Law, Women's and Children Rights, and Political and Social Issues. 

Prof. Carmela Lutmar, PhD

Prof. Carmela Lutmar has a BA in Political Science and Philosophy  from the University of Haifa, and MA in Peace Science from the University of Notre Dame  and a PhD in International Relations  from NYU- New York University. Prof. Carmela is Lecturer at University of Haifa and Lecturer at Princeton University, and New York University. Her  Research interests include leadership, mediation in civil wars, peace agreements design and implementation, compliance in international agreements, regime changes, and institutional design in the aftermath of military occupations.  Prof .Carmela Lutmar is a visiting Professor  at SCI Education USA University.

JEFF FISCHER

Election Expert

Jeff Fischer currently serves as a Senior Electoral Advisor forthe Electoral Education and Integrity Practice Area at Creative Associates International, Inc. Mr. Fischer has held three election directorships in internationally supervised elections where electoral security was one of his responsibilities. In 1996, he was appointed by the Organization for Security and Cooperation in Europe (OSCE) to serve as Director General ofElections for the first post-conflict elections in Bosnia and Herzegovina. In 1999, Mr. Fischer was appointed by the United Nations (UN) as Chief Electoral Officer for the Popular Consultation for East Timor. And, in 2000, Mr.Fischer received a joint appointment from the UN and OSCE to head the Joint Registration Taskforce in Kosovo and served as the OSCE’s Director of Election Operations for municipal elections held that year. He has also served as an election official in the United States as a Commissioner with the Kansas City Board of Elections (1985 – 1990) and a Commissioner on the Missouri Political Finance Review Commission (1991 – 1992). Mr. Fischer also served as a Senior Advisor to the Independent Election Commission of Afghanistan and the UN for its audit of the 2014 presidential election results; and as a member of the Experts Verification Commission of the Organization of Americans States (OAS), auditing the results of the 2010 presidential election in Haiti.
